renault megane cabriolet 1999

i have brought a megane cabriolet but it does not start!! i have checked all the fuses and they are fine, i cannot lock or unlock the car via the key fob, i have fuel going to the injectors but not the injector rail, all the electrics seem fine as i have a live feed to the injectors, i have plugged it in to a laptop and it is telling me the immobiliser is turned off so it cannot be that. Can anyone suggest anything as i have not drove the car yet and im not sure how long this weather will last.

how can you have fuel at the injectors and not at the rail?
