Valve timing/ compression

Can anyone please advise how you check the valve timing on a 1.8 16v clio? It's a 1992 model; and has just had the engine replaced - but is lacking power when you open the throttle fully; you get the deep induction noise it's just go no ooomph! :cry:

Also can you please confirm what reading I should be getting on each cylinder; when doing a compression test?

We've checked all injectors and TB etc; all seem fine as we've tried both from the old engie and the new replacement.

Any help or advice you could offer would be appreciated; I look forward to your responses.
 
Did it do it to the previous engine?

Is the engine a complete one, including cylinder head?

Didnt ever drive the car the replacement engine was in; was in a smash and was undriveable - it had the head done a month or so before though with reciepts to prove; also heard it running before removed.
