need help handbrake adjuster

might sound silly but on my handbrake adjuster the bit where the cables go seem s to slide over the 11mm nut and then stop at the 13mm lock nut can someone tell me if this is right :icon_twisted:

Yep. Undo the 11mm one and wind it up the thread, follow it up with the 13mm till the handbrake is tight. then lock the 11 back down on to it.
