It's probably a non original bumper after a repair job..

No arch liners is a good sign it's had some damage!

Looks like a bad rebuild minus some bits. Maybe even an Ebay special bumper.

Very funky indeed!! its like its been melted out of shape to fit?

No arch liners, d panel etc, highly suspect a big front impact. looks like theres some quite a few other bits missing too.
