5 GT Turbo Starter flywheel issue

I am currently bringing a 5 GT Turbo back to life and have come across an interesting problem.
Bodywork all welded, engine rebuilt and fitted to the original gearbox.
All back into the car but the new starter motor will not engage correctly with the original flywheel to spin the engine.

Engine, gearbox back out and flywheel ring all check out fine but the starter will not engage the flywheel.

Anyone come across this before?

either the wrong tooth count starter or its not alligned properly, there are locating doweles to keep it in the correct place, make sure these are in place

The locating dowel is a must, if thats missing it causes engagement problems.

Thanks for the advice, there are no dowels and the bolt holes do seem quite loose.
Will I need 1 or 3?

I think its one, in the middle of the 3 holes. You will be able to see the recess it goes into anyway, in both the starter and gearbox bellhousing, around the bolt itself.
