Sill end sealing.

Anyone know the best way of sealing off the rear end of the sill on the 19? The piece of metal that caps the end on both the car and the replacement sills are rusted away.the shape of the piece is intricate to try and fabricate.would it be best to weld a flat plate over it or just fill it with expanding foam?
 
Yes, definitely weld a plate there! The original piece of metal there is a half-cone of heavy-gauge steel, with the wide end (flanged) attached to the inner-sill.
 
Its attatched to both inner and outer sills.i'll weld in a patch.thought id just fill with foam to stop water/muck getting into the sill.
