Sounds like an AIR block to me...... have a feel of your hoses see if they are cold in certain area especially the heater ones....

you say fan not kicking in do you mean radiator fan?
have you put the new thermostat in the right way round, ie with the sticking out bit pointing out the end of the hose?
if your not getting heat inside car is the interior fan working?
if interior fan is working are the cables that operate the change from hot to cold ect from the dash swithes to the heater matrix correctly connected to matrix and actually moving the mechanism on the matrix?
have you tested the wiring to the rad fan switch? bearing in mind its switched earth not switched live!
as phildini says check all your hoses are getting hot which will detect possible air lock,, remember to allow time for thermostat to open..
if your wiring to and your rad fan switch are good and fan still wont work you must have a blockage/air lock.
i would try flushing the rad but it would have to be pretty grim to get that much crud in it.
