GTX pterol tank breather blocked..help?

Recently, when I take the cap off the petrol tank on my '89 GTX to fill up there has been significant back pressure sending fumes and petrol several feet out of the tank! Suspecting a blocked breather (?) I found a valve thing dangling down under the rear wing by the filler and connected to two pipes. The valve is attached to a bracket but this appears to have come away allowing the valve to hang down free. Is the problem a blockage in this breather or because it has come away from the body and is now dangling loose, i.e. should it be vertical to function properly (I suspect it's some sort of a ball valve)?
