Gearbox ground strap..

I'm in the process of exchanging my engine mounts and when fiddling with the gearbox mount, the ground strap broke; it's completely rotten (I sort of anticipated this would happen, so have sourced a piece of strap that needs "eyes" on each end).

anyway, the lock washer between the strap and the fender has pierced small holes ind the oem corrosion protection; is this to provide ground connection or does this happen through the bolt and nut on the other side? If the nut is the primary grounding connection, I need to do something about it, because it's *very* rusty, if not, I'll just throw a new washer on..
 
It's a combination of both. So long as something is making good gontact with bare, unoxidised metal then it'll work.

I normally wire-wheel everything to do with ground connections- if they are going into a welded nut, run a tap or a thread chaser down the threads to clean them up a little and make sure the threads of the bolt going in are clean too. I then just throw vaseline/petroleum jelly over the area because if you paint it, the paint will seep between the connectors and make an eventual poor connection.
