I don't think so as it's covered and I am guessing getting the cover off with the engine in would be a pain in the arse. you can also not tell a great deal from a visual inspection anyway.
Plently of cars have had the belts changed with the engine in place. Certain garages recommend do it this way to save time.
Not being a mechanic myself, I can only go on what I hear from Scott at SG motorsport who must of changed more clio v6 cambelts than anyone else on the planet... Scott only changes them with the engine out.
By taking it out, you can get a full visual inspection, you may not spot if anything else was worn if you left the engine in. Also taking the engine out is also handy as it gives you the chance to do a cheap clutch replacement. Scott has even let some customers in whilst the engine is out so they can detail the engine bay.
In the grand scheme of things theres only a small cost difference between those who remove the engine and those who dont.
Reading hundreds of threads on cliosport where garages have messed up the cam timing and the car now runns like a bag of nails. Id prefer the peace of mind knowing the mechanic could see what they were doing and werent working with only a couple of inches of space.
Half the issues I had with mine were only noticed once the motor was out. So I would always advise taking it out...it's also a lot easier...Apparently!
