R19 williams?

Tell me folks a fella round the corner from me has a renault 19 ph2 who says got a williams engine in it, Is that standard in 19 or has somebody had it put in. just wondering.

Its had a conversion done, it could be a williams engine, it could have a williams f7r bottom end with f7p head, or megane f7r bottom end with f7p head
