Power drop @ 4000 RMP

Hi.

I can't remember to have seen this here before.
I'm experiencing a power drop when I floor the throttle in either gear at 4000 rpm.

Is this normal?

You can feel that it drops and you start to wonder what happens for a split second, then its back on and it goes all the way to 7200 rpm.

I sort of remember a tiny remap or super chip (group buy) thing, quite a few had it done to fix that issue. Somebody technically minded may offer more info.
