because its on the floor, or because someones dropped it big time ! love it looks awesome not sure what it would drive like but still looks good lols
 
The act of painting the reflectors is not illegal no, but it's illegal to have headlights that dont emit any light. Same thing really. Don't do it.
 
Why do you think that every headlight on every car and motorbike ever made has chrome reflectors behind/around the bulbs? Do they do it just because they think it looks pretty?
 
if you really must have black headlight. flyeyes are the way to go.
you can get away with using the tinting spray on backs as it has high laquer content it does allow a bit of reflection. ive also seen small chrome shrouds put round the bulb holder bit. i guess removed from smaller lights. of course you are going to reduce the amount of light available so HID or some heavy relays and some higher wattage beams and uprated wiring. R19 lights are hardly spectacular to start with.

bear in mind damaged reflector should be an mot fail!
