Mk1 Clio 1.2 spi over fuelling

I have a N reg clio mk1 1.2 energy (bosch) single point injection. It is almost impossible to start, it has good spark and compression. With the air filter removed and cranking the engine it is easy to see a very excessive amount of fuel being injected by the spi. Is a new spi unit the only fix, or can i change the faulty component? (if its the spi itself, not something else telling it to inject all that fuel). The car can be made to run briefly on full throttle, but soon chokes up and floods when reducing throttle opening.

Here's a redneck test for you (sorry, i'm an American!) Pull off the injector connector, and hook up a noid light, or 12v test light across the connector pins. Have a helper crank the engine, first look to see if fuel comes out of the injector, if so--bad injector.
If no fuel comes out, then crank again and watch the light flash, a very bright flash indicates the ecm is commanding a long injector pulse--the injector is doing what it was told to do by the ecm, a dim flash means a short injector pulse is being commanded.
If you get the bright flash, the ecm may think it is -30 degrees-- possibly a temp sensor.
If you get the dim flash, probably a faulty injector.
