5 GT Turbo Liner seal leak test, with or without the cylinder head?

Hi,

I just finished installing all the pistons an liners and "clamped" them using nuts and washers, can I test them for a water leak by filling the cylinder block? Or the cylinder head must be installed for a full seal?

Cant test them without the head on, will need to pressurise the cooling system and have sump off. New ones and nice clean block with no heavy pitting should seal ok.
