idle control valve?

hi. i have a 19 16v phase 2. when i rev the engine or change gear the revs stay up and take a while to go back to normal. also when the car is ticking over the revs are up and down a bit. could this be something to do with the idle control valve or could it be something else. has anyone got any ideas???? cheers

really. would that make the engine rev back down slowly?

If it revs down slowly could that be a vacuum leak?
