getting handbrake equal on both wheels?

Just going over the whole braking system again with a fine toothed comb on my turbo.Both wheels drag against the pads equally with handbrake off.But with handbrake fully on one wheel is on solid,the other i can turn with a bit of force
.Any tips on equalising the braking on both wheels?New discs and pads on both wheels,pistons free as is the handrake mechanism that
turns in the caliper.

I had this problem on my car, I'm pretty sure, but a long while ago (maybe 5 years?)

If only I could remember what I did! It was something to do with the cam on the handbrake lever on the caliper. I think it's a bit like a ratchet - you wind it in and it adjusts to take up the slack.

Can anyone else remember what to do?

Believe it or not i had the same problem about 7 years ago with a 1984 300zx turbo and i cant remember what i done either lol.Rear calipers were very similar.
