On mine, cruise control is fully operational with the 197 wheel, and has been for the last 5 years or so, and operates in exactly the same way as it did with the original steering wheel.
They're just buttons with resistors in, if they dont work then either the resistor values are wrong in the new wheel or the cable down the column has broken.

However, it could easy be that whoever did the wheel change simply didn't bother connecting the leads up as they're not "plug and play" from original wheel to 197.
Have you diagnosed the issue? Are you sure it's the steering wheel? No point in messing with that if the arming switch is goosed, or the wires are broken, or some other similar issue.

Nope no idea, I would not want to start taking the steering wheel off myself. This is why I need to find someone who knows what they are doing lol but not sure where to go for this kind of thing.
