If you intend to hold into it for a few years then snap his blooming hand off, if you intend to do a quick smarten up and sell on then no as you will be stuck with it or stuck with minimal equity.

I agree with Mossy's sentiments.
£7k is 'about right' for a cat d Ph1 (assuming it has a plausible history and documentation to show that it's 100% straight.).
