Poor low-rpm response

hello long noticed that the car is bad, it seems that lacks low-rpm response, sometimes speeding up from 2000 rpm and seems to drown, the V is a day for maintenance (fuel filter, air, spark plugs, etc) is a mk1 with 39000 miles, any ideas?
