New head bolts - oil or not?

On an F series but the question applies to any engine really I guess. What does everyone else here do? I've always put oil/assembly lube under the bolt head and on the threads but I've seen various things that say you shouldn't lube the new bolts.

Hi, I am using 15w50 fully synthetic oil, in an old renault manual it says that the turbo engine oil capacity is 2.6 liter + 0.25 liter in the oil filter, Hayens manual says that it should take 3.7 liter + 0.5 liter in the oil filter, which one is correct? Thank you,
